Having the pannier rack already included is preferable, since carrying
luggage in a rucksack is sweaty, uncomfortable and potentially unsafe.
However, you might want to consider hub gears at the back. Derailleurs
inevitably require regular tweakage; hub gears are virtually zero
maintenance, and most have the ability to change gear when stationary,
something quite handy in city traffic when some donkey makes you stop
abruptly in the wrong gear.
