The greatest amount of money is being spent to exploit previously
ignored reserves of coal. *Some* of that is going into reducing
secondary pollutant output, but the major effluent - CO2 - is going to
remain unregulated, and its production continues to increase.

The spending to develop non-polluting and non-fuel-based energy
sources is trivial by comparison to what is being invested in
stripmining and burning more coal.
