Hi,
Got stopped by a copper on Queen street, cardiff, UK today. He said it
was a padestrianised zone and he could give me a ticket. Anybody know where
the law for this comes from, I thought it only applied to motorised
vehicles. Someone said they did it in cambridge for a while but I think that
was a by-law. This is an important time saver for me so any info
appreciated.

You might find that a local bike shop, or Bike Club, might be able to
help you.

I tried to do a survey once. I think the UK has at least 500
pedestrianized high streets, of which about 90% forbid bikes. Mind
you, that's not much more than a guess.
What gets forbidden is defined in something called a "Traffic Order"
(TRO) that the council issues for the street(s) in question. When
the order is first issued, there will be a notice in the local paper.
There will be signs also, telling you what is and what isn't
permitted
