I am going to procede as if this is a valid attempt to understand the
subject. Bill, imagine yourself going on a trip to Italy. Once you cross the
border, you are subject to the jurisdiction of the Italian authorities. Any
person, anywhere, is always subject to the legal jurisdiction of the country
in which they are occupying a space.
If you are still in the airplane on your way to Italy, you are under the
jurisdiction of the United States lawful authorities, and, in particular,
the captain of the airplane.
