Excellent idea. He should also put his revenues in a conditional pension and
liability fund to cover manufacturing defects.

IMO, if this is what you have to do to create the illusion of a
"clean" sport, let's just call it a day.

My rebuttal was that it would promote spiking bidons of fellow
competitors because others testing positive would have an (almost)
immediate financial benefit.

There could be some cool game theory about when during a competitor's career
it would be best to spike his bidon. Hey, this is starting to look more
interesting.

White-out. Conflict of interest at the TdF with labs owned/operated by
the race org.

Google "Houston Crime Lab Scandal". It's only one of the many many
many.

If you are wrongfully, or even rightfully, accused, you need money to
defend yourself.

This is a "What will you think and do when they come for you" deal--
which of your rights do you want to give up in order to make the world
safe?

Besides, at what level is it going to be enforced? If it is an
organizer versus rider thing with the teams in-between, its main
impact will probably be the unionization of the riders and a beat down
on the organizers eventually (say, like a strike on the second day of
the Tour). They would have to get an exemption in the U.S. - you
simply do not do that en masse, even to contract-based independent
contractors. Ain't going to happen, so the U.S. would be an open area.
So it would be a European thing...

Any idea that could result in the Tour of California brought to you by
legal drug dealers being the largest cycling event in the world is a
very bad idea, even if the possibility is remote.
