What is the flag that looks like a black and white american flag?

What is the blue 2 and red 3 that is advertised all over the place, most
notably on the motorcycles, kind of looks like TV station numbers but wasnt
sure.

Yep, France 2 and France 3 are TV stations, sponsors of the Tour.
They both carry live TdF coverage. When one starts running
commercials, you can turn to the other to continue the coverage.
