So, from that it shows that the design of bike and the quality of riders
improve the overall safety of cyclists, showing that the death rate
among cyclists is totally down to the cyclists, rather than the motorists.

Thank you for posting that, it proves I have been right all along:
Cyclists should be and feel responsible for their own safety, high
visibility improves their safety and that sit up and beg machines with
simple gears, good brakes and decent sized tyres all make for safer cycling.

While the run of the mill owner cyclist in the UK likes to take the
stealthy ninja approach to visibility, low bars which decrease their own
view of the roads and reduce the visible frontal / rear area.
Lightweight machines with tiny tyres that are thrown by the slightest
road defect, inadequate or non existent brakes and lights, and a total
reliance on all other road users to keep them safe.

Mostly it's bike lanes and other infrastructure, concrete as well as psychological. Rightard communities don't do bike share and Boulder, CO doesn't do poor people.
