I have an older 14 speed bike with a good frame and wheels.
What should I upgrade?

Why do you need to upgrade first?
14 speed is still good enough for most people,even though it is old
technology.
If you need a greater range of gears, you'll need a new back hub/wheel,
and new chain/rear cogs/rear gear shifters.
If you want to make the bike lighter, just look through the catalogues
and see what you can afford, but just be aware that there are some real
good new bikes available now for what I'd call bargain prices, -
upgrading an old bike may be more expensive than buying a new one, or a
newer secondhand one.
