There are people who are anti, law breaking, anti social cyclist who

Maybe not *exactly* within your description, but there are plenty of people
posting here complaining - as pedestrians (which most of us are most of the
time) - of cyclists illegally cycling along footways. My chief complaint
against that offence is as a pedestrian.

Exactly, when I am nearly knocked over by a cyclist on the pavement, I

It was a report which showed that motorists are sometimes robbers and
since motorists are road users they are always of particular concern
to vulnerable cyclists.
