"The collision took place 23.5 metres from the stop line". Which means, according to you, the cyclist was doomed anyway, brakes or no brakes, because bicycles take 37 metres to stop under all conditions.

Of course not. It's in the current charter, drawn up by non-cyclists.

Do bear in mind that people mowed down when not occupying a motor
vehicle are doing their bit to help the country avoid bankruptcy. ((TM)
