Why on Earth would anyone riding a bicycle at 40mph need to take both

I did know a football fan who whilst driving his ROAD VEHICLE took his hands of the wheel to applaud his team whilst listening to his radio. A policeman saw him do this and the football fan was reported and fined. Why should a ****ing ****head cyclist on a ROAD VEHICLE be treated any differently? |
