What could go wrong? Will it be an efficient and necessary
use of tax revenues, unlike every other ****hole program in
the past? Hope springs eternal.

Sounds like a good idea. However, the road to bureaucracy is paved
with the wreckage of good intentions. My guess(tm) is that most of
the revenue derived from the program will go towards:

1. A newly created Ministry of Personal Transportation, the primary
purpose of which is to expand its oversight into adjacent areas. For
example, a skateboard repair program that includes mandatory
registration, a shiny new license plate, and a requirement to purchase
useless accessories, such as skateboard running lights.

2. A program to inspect and certify recipients of the bicycle
vouchers for unsafe habits, such as doing their own repairs and
purchasing bicycle parts on Amazon and eBay. Only approved parts may
be used.

3. A 30 year research project on the effectiveness of the repair
voucher program to determine if the program is worthwhile. The
conclusion of the program is predictable and pre-determined, but 30
years of research should be able to support a few entrenched insiders.

4. The creation of cast in stone standards for what constitutes
proper bicycle repair. This should help standardize products from
contributing manufacturers and ban unsafe products from those who fail
to contribute. Extra revenue will come from indpendent licensed
inspectors and testing labs assisting in the standardization program.

Perhaps I should stop here before my imagination gives me a headache?

Of course the money must come from somewhere do there will be taxes placed on bicycle ownership soon to be followed by a ministry of pedestianism and a shoe tax.

Or evil, terrible, horrible Joe Biden, IF elected, could just roll back a small fraction of the Trump tax giveaways. That would be enough money to build every bicycle infrastructure project imagined.

History says they will soon scrap it as the revenue collected doesn't
cover the cost of the burearocracy.

Are you serious about Biden even getting 10% of the vote?

ha. ha. ha.

The closest thing to perpetual life is a government program.

Mere failure is not a bug, it's a feature - more study,
more funding, more staff. Repeat failure, repeat failed
solution, loop.

Well, when Pennsylvania instituted its mandatory helmet law for kids, it
(like many states) included a provision that fines would be sent to a
special account to provide helmets for poor kids. This was an attempt to
counter the argument that poor folks would be hurt by the law.

Some years later when Ohio was proposing the same law with the same
provision, I contacted Pennsylvania and asked about the balance of that
fund. I hoped to show that the balance was too low to help many poor kids.

I was able to absolutely show that. I was told that the PA legislature
had repealed that part of their MHL the year after the MHL passed. They
realized the cost to maintain the fund was greater than the income of
the fund.

Democracy in action. Propose a law that is palatable to a large
percent of the voter and get it made into law. Then amend (modify) it
to suit yourself.
