Hope springs eternal. Sounds like a good idea. However, the road to bureaucracy is paved with the wreckage of good intentions. My guess(tm) is that most of the revenue derived from the program will go towards: 1. A newly created Ministry of Personal Transportation, the primary purpose of which is to expand its oversight into adjacent areas. For example, a skateboard repair program that includes mandatory registration, a shiny new license plate, and a requirement to purchase useless accessories, such as skateboard running lights. 2. A program to inspect and certify recipients of the bicycle vouchers for unsafe habits, such as doing their own repairs and purchasing bicycle parts on Amazon and eBay. Only approved parts may be used. 3. A 30 year research project on the effectiveness of the repair voucher program to determine if the program is worthwhile. The conclusion of the program is predictable and pre-determined, but 30 years of research should be able to support a few entrenched insiders. 4. The creation of cast in stone standards for what constitutes proper bicycle repair. This should help standardize products from contributing manufacturers and ban unsafe products from those who fail to contribute. Extra revenue will come from indpendent licensed inspectors and testing labs assisting in the standardization program. Well, when Pennsylvania instituted its mandatory helmet law for kids, it (like many states) included a provision that fines would be sent to a special account to provide helmets for poor kids. This was an attempt to counter the argument that poor folks would be hurt by the law. Some years later when Ohio was proposing the same law with the same provision, I contacted Pennsylvania and asked about the balance of that fund. I hoped to show that the balance was too low to help many poor kids. I was able to absolutely show that. I was told that the PA legislature had repealed that part of their MHL the year after the MHL passed.
