Driving too close to a cyclist could land you £100 fine - How far away do you need to be?

Bear in mind this is wheel to wheel, not mirror to elbow.

Also, this only shows cycle wheel to kerb gap. When the rider is passing
something that has height above the road (a pedestrian, particularly),
cyclist often has to move into the road to make a gap at elbow height

In the same way that tailgating is measured?
A police officer's opinion?

It's just a 'crackdown' on existing law, and also seems to be codifying
it to 1.5 meters.

It will come to naught.

Probably, seeing as though there was also supposed to be a big crackdown on middle lane hoggers, but at least the overtaking cyclists too close has had a few successes.
