Why aren't mudflaps on cars a legal requirement? They would severely cut down on the spray on a wet motorway.

It seems a reasonable question. There are some Spray Suppression
requirements for lorries:

They make up all sorts of stupid rules for cars but neglect the obvious. You only need to drive once on a motorway in the pouring rain to see the mess made by cars without flaps.
