Actually it was £150 for cycling on the pavement.
This means motorists will be fined £15million per MPH above the speed limit.

You seem to forget that when a motorist commits any of these offences it was because they 'HAD, NO, CHOICE', it was circumstances that FORCED them to commit the offence.
The usual circumstance is, 'it was inconvenient'.
