Very Sad - VA & NC Please Read

This is a very sad case, a tragic accident in which a cyclist was
killed. To make matters worse, authorities found little or nothing to
enable them to contact the next of kin. The deceased cyclist was from
Virginia and may have had friends or family in North Carolina. (IIRC,
I'm using a text-based reader.)
