The bottle mount fastens to the saddle between the rails not to the seatpost itself. Maybe you should consider a hydration pack instead - such as a Camelback? It was a 1970s cheap department store frame so putting holes and rivets in the downtube was of no consequence. A few cages have multiple mounting holes, making 4 or even 6 such cable tie mounts possible (useful if the water bottle is full of heavy batteries for a headlight). One advantage of this scheme is that two (or more) opposing water bottles can be mounted using only 2 cable ties.
