I don't think either cyclist or driver come out of the incident too well.

I reckon the driver was at fault to start with, then the cyclist aggravated
the situation by not slowing down and making a meal of the situation. That
caused the driver to really lose it and he drove quite recklessly to
remonstrate with the cyclist who chose to use his D-lock to ward off the
driver.

Overall, I think the driver's was initially at fault and had no cause to
drive as recklessly as he did after that even allowing for any provocation
he might have felt from the cyclist's less than perfect behaviour.

If I can touch your car you are to close, doesn't seem to matter when they are weaving in and out of traffic or pedestrians.

It certainly looks like the cyclist got too close to the car, not the
other way round. Just an everyday juggle for road space, not a
threatening moment.

But just another example of two idiots in a hurry managing to find time
to argue.

What - in your opinion and in your own words - does "...questioned
for..." mean (assuming it mans anything at all, of course)?

Does it mean:

(a) accused of
(b) charged with, or
(d) neither of the above?

Where did you see it? I watched the video and the driver was already out of the car. The part we need to see is missing.
