There was no cycle lane just a moped moving up the gap between the
cars and the kerb.
A car passenger is surely entitled to assume that any overtaking
manoeuvre would take place correctly offside...

Railways are for posh people. Hence they are subsidised.
It is a way of giving money to already wealthy and posh people.
Poor people haveto use the roads, so they stopped building them.
