Time to reintroduce Road Tax

The trouble is that many people think it is a rental payment, not a
maintenance payment.
Road damage is the 4th power of axle loading which means a 1000kg car
causes 100 million times as much damage to our roads as a 10kg
bicycle. If cyclists pay 1p per year Road Tax how much should
motorists pay?
A bit less than now but more on fuel.
