I wondered why the cyclist was on the footway

Do we know that she was cycling on the footway? How do we know she wasn't on
the road, or a maybe a shared path?

We don't know for sure.

But the (deliberately?) vague description of her whereabouts immediately
prior to the incident and the phrasing "..."she went into the road" (or
words to that same effect), given that the colloquial terms for
"footway" and "carriageway" are often used even when the correct ones
would be better, makes it sound perhaps more likely than not.
