I can't answer your question directly but the largest
difference between a belt and a chain is noise. Assuming
noise is audible inefficiency may imply an answer.

That said, both systems work and although riders swear by
and at both, I don't find either compellingly 'best', just
different.


From what I read the efficiency of both toothed belts and roller
chains can be as high as 98% so there doesn't appear to be a
disadvantage to either system if used on a single sprocket/toothed
pulley system. An internal geared hub and a belt drive might be a very
effective system.
