routinely manage the NSL.

alternative.


There are always alternatives, it just depends how much of a detour you're
willing to take.


There is a matter of reasonableness. 30 miles to avoid a mile or two
between two junctions can hardly be considered reasonable. Particularly
when a road gets built or upgraded which cuts off past access.
