There are other sources for small handlebar bags, for example

When I've made mine, I went the other direction. I made them as large as I thought reasonable. Weight increases
roughly as the square of the size, carrying capacity increases roughly as the cube of the size. And I do think
there are aero benefits to a larger bag. (Think of it as a smaller Zzipper fairing.)
