Does this not annoy the tenants a bit? I would think that it makes
collecting the rent a bit dicey

if they are getting arrested, it's usually for doing something
that we would evict them for, like assault or drug dealing. we
also have to ask them to help with trespass cases, where we have
banned someone from the property. plus the usual abandoned
vehicles, drunks who want to sleep it off on the terrace, etc.
