If it was a right-of-way, they couldn't be stopped from using it.
But they can (and are) fairly regularly.
How?
Explain what you think you're talking about, by describing a mechanism
for "stopping [them] from using it" which couldn't and doesn't apply to
all rights of way (even footpaths).
