There was?
The rule dictates that drivers must leave a minimum distance away from a cyclist when overtaking or travelling alongside a bicycle or they could face a punishment.
Which law might this be?
It's just a 'crackdown' on existing law, and also seems to be codifying
it to 1.5 meters.
It will come to naught.
Probably, seeing as though there was also supposed to be a big crackdown on middle lane hoggers, but at least the overtaking cyclists too close has had a few successes.

“We want to remind drivers to allow a safe passing distance of 1.5 metres when overtaking. I think that today has been a stark reminder to these drivers of the risks involved.” If drivers did not want to be “educated”, they faced a £100 fine and three points on their licence or up to a £5,000 fine and potential disqualification if prosecuted at court for careless driving."
