I doubt that there was an intent to kill, which is required for attempted murder. (For murder an intent to cause serious harm is required).
At the bottom of the article it says that Baker, who, it seems, lives at 71 Pembury Avenue, KT4 8BU, denies dangerous driving. I wonder why he wasn't charged was assault causing actual bodily harm.
