The driver obviously thought he was driving OK because he did not encroach into the cycle lane.
These cycle 'facilities' should be painted red to show the part of the carriageway cyclists should avoid.

Why not just allow everyone to use the full width of the road?

After all, they're obviously no use to cyclists.
