Any person who illegally drives/rides a vehicle (motor or bike) on the
footpath should be fined.

If they are intentionally driving the vehicle along the footpath
(perhaps to speed up their journey) - then yes the vehicle should be
taken and crushed.

There will be an awful lot of bikes being crushed .
