The pedestrian could have been on a mobile (not unusual these days) and blindly walked out into the road in front of the cyclist and knocked him off. Then who is the victim?
It appears that Bow Road has Cycling Superhighway Nr 2 running along it which is segregated and next to the footway. See.

The pedestrian may have mistakenly assumed that the pavement /included/ CS2 and walked to the edge of it without checking for cycle traffic beforehand and knocked the cyclist off. Happens a lot on the continent.
