Default 4 year old mown down by pavement cyclist

[Bless - there was no simply question of the cyclist riding lawfully on
the carriageway and complying with one-way working like other traffic,
one assumes? With enforcement officers like that, these criminal

Two points:

1. £30 is clearly *nowhere* *near* enough; £200 + automatic crushing of
the bike is the minimum that might get them to take notice (and even
that may not be enough).

2. Equally, nowhere near enough of these fixed penalties are being
issued, despite the derisory amount of the penalty itself (see above).
