So the question is how to remove the ``Vuelta Europe'' brake

There's a hex bolt that obviously holds the swivelling arm to its
fulcrum. Removing the bolt appears to have no effect, and how the
fulcrum part is removed from the frame isn't obvious (screwed in?
can't tell). There's a brazed on (or something) piece of frame
that holds it.

How does this thing come off? Information is the first choice before
escalating violence.

These are presumably cantilever brakes, or possibly directpulls, so what
you need to know is what the cantilever brazeon looks like: it's simply a
post with room for a bolt inside and a smooth outside used as the turning
point. You should be able to pull them off easily onjce you remove the
proper bolt.
