How low can they go?

While walking home with her partner on Monday, a lady was nearly knocked
over by a cyclist who dropped a bag, she retrieved the bag thinking it
would contain the cyclist's possessions, but soon discovered it was full
of teddy bears.
After learning about the incident on The Bear Garden's social media
pages, she called the shop and returned the bears on Tuesday afternoon

So there is no evidence the cyclist stole the teddy bears, most likely they were stolen by a pedestrian.
The only proof we have is the pedestrian in question picked up the goods and held on to them for a day and is therefore guilty of theft by finding.
