What about pedestrians crossing the road? Another huge issue is what happens
at the other end of the one-way street, if there is a set of traffic lights
there. Obviously, there won't be an extra set directly controlling exit for
traffic going the wrong way down a one-way street.

OTOH, perhaps the whole thing is being over-egged by the press and the
council isn't going to post these signs in one-way streets that start (and
would end) at a set of lights. But that would still lead to potential
confusion for cyclists (who are bound to be politically unable to tell the
difference between OW streets with a "wrong way" permission and those
without) and for pedestrians who would be left guessing whether a OW street
really was one way (to the extent that it would make a difference).
