The white van drives through the lights.

Four seconds later (watch the video player timeline), the lorry arrives
at the lights.

Traffic lights do not change from green for traffic in one direction to
green for another direction as fast as that. They would have to go
through the amber phase for traffic, then a (brief) all-red phase, then
a green and amber (or equivalent) for the other direction.

And even if the lights had changed to green for pedestrians to cross the
road (which they obviously hadn't)...
