There's something not right here.

In a street with no lights (irrespective of the spoeed limit in force),
parked vehicles must be lit during the hours of darkness (ie, not
relying on reflectors).


perhaps the parked truck was not on the road, such as in a layby or
recognised parking space? If the speed limit is 30 or less then no
lights are needed. Probably the cash cow would have been milked if it
could be.
