There's something not right here.

In a street with no lights (irrespective of the spoeed limit in force),
parked vehicles must be lit during the hours of darkness (ie, not
relying on reflectors).

PC Sample said Mr Wood had successfully ridden down a steep 1:12
gradient hill and he went past a parked Audi car without incident. But
27 metres further on he hit the back of the Toyota pick-up.

Toyota owner Leon Dunlop, who was in his house at the time, heard a
'whizzing noise' from the bike and then the sound of the impact. He went
outside, saw his truck was damaged and then saw the bicycle before
spotting Mr Wood and calling the emergency services.

Mrs Skerrett found that contributory factors to Mr Wood's death were the
fact he had no lights on his bike on a dark night, that the Toyota had
no parking lights, and that he had a high level of alcohol in his body
which would have impaired his ability to control his bike.
