There's something not right here.

force), parked vehicles must be lit during the hours of darkness (ie,
not relying on reflectors).

As you know, the presence of street lights is what delineates a 30mph
limit, unless there is an order providing a higher limit (and repeater
signs to mark it out along the route).

So generally, an unlit road is not limited to 30mph. NSL applies if the
road is unlit (subject to the possibility of a "special" 30mph or other
limit), and any vehicle parked there has to be lit during the hours of
darknessm which is reasonable enough.

Not sure about laybys. But if the cylist veered into a layby as well as
having no lights on his bike in addition to having had a skinful of
cider, it's hard to know what to say about him that doesn't sound like
"He had it coming", and I don't want to be unduly unkind to someone in
his current position.



He had also just come down a significant hill, so the truck may well
have been in a garden or a garage.
