From the latter:

Wanna set them straight about the "never tested positive" part?

le cyclisme amateur (17,6 %), [...]
et enfin le cyclisme professionnel (10,8 %)."

`"He needs to know that he is like everyone else," AFLD
chief Pierre Bordry said Wednesday. "To have done this
test yesterday was a good way to make him realize that
he is like everyone else."'

They are not treating Armstrong like everyone else.

The AFLD tested hair samples of 138 French soccer players,
rugby players, track and field athletes and cyclists.

Twenty-two tests, or about 16 percent, showed signs of
DHEA. Body builders have long used DHEA, but until now
it was assumed to be limited among other athletes.

Did they name the athletes who tested positive?
Will they name Armstrong should he test positive?

"Oh look, we have found a test that might have found DHEA users. Let's
try it out on Armstrong!"

"Treated like everyone else" my ass (as noted more politely by M.
Press).

Looks like this story according to my creaky French:

http://ca.sports.yahoo.com/sc/news?slug=ap-armstrong-
drugtest&prov=ap&type=lgns

Obviously they-- three different agencies that don't share samples,
equipment, info?-- are after Lance and will test test test him until
they find SOMETHING, and then it won't matter if the other two
agencies find nothing, because Lance will be GUILTY GUILTY GUILTY
forevermore of all accusations ever made against him.

This is what happens when you, one way or another, give up your rights
against overzealous prosecution. Like Pound said, "We knew they were
doping ("guilty of something"). All that remains is "finding
something" they can bust you for, contaminated samples, whiteout, lack
of confidentiality, conflict of interest, the whole nine yards of it.

This is why I couldn't understand Lance's decision to return to
competition-- they are gunning for him and they don't have to play
fair, as already demonstrated at the expense of Floyd Landis.

He also tested positive for sperm recently. For a man noted for his
preparation...

On what jurisdiction was AFLD allowed or able to drug test some random
visitor to France?

Heh heh! Hence all the bald heads... and shaved nut sacks. I wonder
if they'd take nose hairs...

They claimed that Floyd Landis tested positive despite all of the errors in
procedure that Landis demonstrated.

That didn't seem to stop most of those here from proclaiming him a doper and
cheering that his Yellow Jersey was taken away from him.

While they're about it, perhaps they should ban mullets and that dumb
moustache of Cozza's and give Commesso a retroactive ban for that beard
from a few years back. And that's not even mentioning Thomas Dekkers
hairstyle.
