Absolutely.

The first sequence shows him jumping a queue and plonking himself in
front of a driver waiting in that queue. He doesn't even seem to realise
he's done it. He than goes on to criticise a driver for stopping on the
nearside of the road - in a layby. The driver does not rise to the bait.

The fourth little sequence is titled "Dangerous close pass".

And indeed, the loony cyclist DOES pass several stationary vehicles
dangerously close.

I mean, doesn't that cyclist know that you have to overtake giving
fifteen feet clearance?

He then proceeds to ride through the red traffic lights (at which the
victims' vehicles were patiently and lawfully waiting) and to obstruct
the line of traffic.
