Default Bollard hazards

Locally, our bicycle club has fought for many years to have bollards
removed from a local bike path. In our case, the bollards are not merely
at intersections with roads; they are also at parking areas for cars.
But AASHTO strongly discourages bollards even at intersections.

Here's an example of why.

And note that the magic headgear didn't help.
