All of it, including the injuries to the pedestrian and the damage to at
least two cars, will be the pedestran's fault.

It couldn't possibly, after all, be the fault of the turd on the bike
(sorry for the tautology) who chose not to either look where he was
going or be alive to the possibility of pedestians crossing (or, as it
happens, car doors opening - so much for keeping out of the door zone
and giving passed vehicles as much room as you would a car).

If it was Australia or NZ, he will be insured (they have systems
analogous to our NHS).

And it's just as well, since the cyclist won't be insured, or will
scarper, or both.
