Default Walking Helmets (obviously mildly OT)

Watching the news today, the Metropolitan police had equipped some of
the officers escorting the Olympic flame with walking helmets. Were
these just retasked bicycle cops, or have we seen the first *foot*
police to be issued with bicycle helmets?
