If they exist - please cite a reference to them (don't necessarily paste them all here though). The report cited does exist, and it casts doubt on the wisdom of no-fault liability. Anyone who has cycled in The Netherlands, Germany or Scandinavia knows that by and large motorists take more care around cyclists. Hearsay, and even if proven, does not imply that no-fault liability has given rise to it. Indeed, if, as suggested in the cited report, no-fault liability does have adverse affects on road safety, then if it were removed in those places you mention, then they may prove to be even better places to cycle.
