You really could not invent something like this, it beggars belief.
A spokesman for Kingston police said: "To cycle down a busy three-lane dual
carriageway without lights not only contravenes the Road Traffic Act but,
more crucially, makes the cyclist vulnerable to accident and to causing a
major accident in which others could then become involved."

A 40-year-old man has been arrested and charged with pedal cycling in
contravention of a direction given by a PC, to appear in court on March 20.

False. Lies and misinformation spread by corporate gorillas, what
else would you expect?

The A3 Kingston and Esher bypass: a purpose-built motor road in all but name.
There is no good reason for cycling or any other non-motorised use to be
allowed on such roads. The old London-Portsmouth road still runs through the
centres of Kingston, Esher, etc, and is available for use by cyclists (and
it's shorter).

In the UK, we really need a formal intermediate road classification
("expressway") slotted between All-purpose road and Motorway; one from which
pedestrians, cycles, animals, etc, are banned and are clearly understood to
be banned. Such a category exists in some other European countries.

Candidates for expressway status (my suggestions) include the new-build parts
of A1, A2, A3, A5 (eg, at Milton Keynes and Atherstone), A10, A11, A12
(pre-eminently), A13, A14, A20 (Swanley and Cheriton-Dover), A21, A23, A27,
A30 and A40. And that's just the bits around London and the SE (if you can
call MK and Atherstone the SE).

Which bit is "false"? Which bit do you say is a lie? or misinformation?

Whatever problems would be caused by cycling on a motorway are caused in
spadefuls on a road like the Kingston Bypass (particularly on stretches with
no hard shoulder.

You know the road well do you?
Care to tell us what lies you are talking about?

Most of the KBP has service roads at both sides, where there is no
service road IIRC there is a shared use path, at the western end there
is a marked cycle lane.

All of the Esher by pass has a hard shoulder.

The original Kingston stretch was built without shoulders. The later Esher
bypass stretch is identical to a six-lane motorway.
