If congestion spills over into other areas, that just means they need
congestion charges there too.

from there point of view it has, in that to do the school run you must
use one (from their view point). the bbc links to

the only mild agreement i have is that as you push out the zone so you
will put pressure on the edges, so i guess there is a sweet point some
where.

Any price system for transport will have a geographic border.

As the zone increases in size, you might need to charge in steps, the same
way the public transport fare structure works.
