It's easy to see what's causing the lack of capacity along the road: selfish
parking by local householders (dual carriageways should all be "no parking")
and resultant deliberate sabotage by the local authority.

It's less easy to see what is causing the slow clearance of the queue, but
it's a fairly safe bet that the root cause is a badly-designed and
badly-operated at-grade junction. Verpy possibly it's the nowadays
all-too-common maliciously-phased traffic lights arranged so as to restrict
the capacity of the junction.

Of course, there are a few people around who are so warped that they prefer
to blame the victims.
