Ok clearly this isn't the brightest button in the box but one has to
wonder about the police officers who pursued him.

They knew who he was, where he lived. Would it not have been more
prudent to let him drive away normally and apprehend him latter?

Dunno, but the one who jumped 1 in Brighton got what was coming to him.

I saw a repeat of one of those police camera programs last week and that
incident was shown. He rode through a red light, at night with no lights
on his bike, then on the pavement, and initially failed to stop when
requested to by the police. He then denied going through the red light,
argued about the fact he had no lights, refused at first to give his name,
denied being drunk...it was very amusing.

communities in Brighton and Hove are regularly raising concerns about
anti-social cycling, where cyclists are cycling on pavements, having no regard
for red traffic lights and cycling without lights at night.

I suspect that if they stop him before he gets out of the car they don't
have to provide any other proof that he was the driver. Otherwise it
might not be easy to make it stick.
