I think that shows how seriously the police treat 'cycling on the pavement'.

To be fair, they are equally complacent about all crime -

I wonder which genius said "The public demands action - we must immediately
buy some bicycles, there's not a moment to lose...."


Well, if you are going to fail to solve crimes, it is best to do it as
cheaply as possible.

To be honest the Blackpool police have a nightmare job in tracking people.
In Blackpool the population are very transient; here today gone tomorrow.
The dole scrots will rent a flat, trash it and then move on.
Dunno if this is the same everywhere.
